Penny (Penelope) Ann Cottrell, age 79, passed away peacefully on April 27, 2026. Penny had a special gift for making everyone around her feel deeply loved. Her greatest joy in life was her family, especially her treasured role as a grandmother. Her life was forever changed by Jesus, and her faith in Him was unwavering.
Penny loved to sing, dance, play pinochle, and in recent years, spend countless hours crafting. Her grandchildren loved bringing her Lego creations to build, and she never disappointed, often staying up late into the night working on them. Diamond dots and paint-by-number projects were among her many favorite hobbies. She also adored her beloved cat, Pumpkin, who loved her just as much while also finding great joy in terrorizing her art projects.
She dedicated 29 years of service to the State of Washington as a Support Enforcement Officer, retiring in 2018. In retirement, Penny enjoyed spending time with family, crafting, attending retirement lunches, playing pinochle, watching HGTV and Hallmark movies, and listening to Elvis while singing at the top of her lungs.
Penny was known as the family's go-to encyclopedia. No matter the subject or trivia question, she always seemed to know the answer. Her laugh, love, kindness, and beautiful smile will forever be missed. She was truly the heart and legacy of her family, and her memory will continue to live on in all who loved her.
Penny is survived by her daughters, Wendy Shaver (Jason), Michelle Hull (Aaron), and Amanda Luzuriaga (Marc); her beloved grandchildren, Austin Hull, Makenna Hull, Benjamin Shaver (Ashlee), Zachariah Hull, Bailey Shaver, JT Hull, Paxton Luzuriaga, and Maya Luzuriaga; and her brothers, Jack Low (Diane) and Gary Low (Marlene).
A Celebration of Life will be held on June 6, 2026, at 1:00 p.m. at Bright City Church in Everett, Washington.
